Buried in the August 16, 2023 “Today’s Update for Plano ISD Families” email was a single, unbolded sentence with major ramifications for Plano ISD students:
“According to HB 114, any student who is caught using, selling or in possession of any type of vape (e-cigarette or THC) shall be placed at the District Alternative Education Program (DAEP).”

Beyond this one sentence, Plano ISD sent another “Today’s Update for Plano ISD Families” email 6 days later, on “Starting the Vaping Conversation Early.” This email was sent at 5:29 pm, twenty-nine minutes into the August 22, 2023 Plano ISD Board Meeting where Dr. Courtney Gober, speaking on behalf of the District, presented to the School Board an amendment to the District of Innovation Plan that would create an intermediary step in which a student would receive on-campus interventions on first offense and DAEP on subsequent offenses. The Board approved the amendment – an exemption to Texas law – at that meeting, however, this change was never communicated to parents through this same mass email system that the District uses.
House Bill 114 was passed this last legislative session, and parents should familiarize themselves with this change as well as Plano ISD’s current stance on this matter found in the District of Innovation Plan, Amendment 10.
