Amid declining enrollment and the adoption of a $24M Budget Deficit for fiscal year 2023-2024, the Plano ISD Board of Trustees continues to unanimously approve the addition of newly created, administrative, six-figure positions to Plano ISD District Leadership.
After receiving criticism on the addition of one of these new positions at the October 3, 2023 Board Meeting, Superintendent Williams addressed this public comment in remarks she made later in open session:
“So just so that everyone’s aware, we’ve, last year we restructured our cabinet level to three divisions and we eliminated some positions, and it, after having, we needed a year under our belt to align the work in three divisions, and we definitely have a need for a Chief of Staff that can come in and work with me, the three deputies, our cabinet team, our Board of Trustees, our District as a whole, and strategic initiatives” [emphasis ours].

Let’s take a look at the Plano ISD Leadership Organizational Chart just prior to Superintendent Williams which shows 62 positions reporting to the Superintendent:

Superintendent Williams has 98 individuals reporting to her. In her one year’s tenure and with enrollment declining and campuses closing, Superintendent Williams has grown Plano ISD District Administrative Positions by 58%, not quite the image she gave to the public in her remarks.
At that October 3, 2023 Board Meeting, the Trustees unanimously approved the appointment of Superintendent Williams’ recommendation of Daniel “Danny” Stockton to the newly created “Chief of Staff” position in Plano ISD District Leadership, and they added a new seat on the dais just for him! That new position isn’t even reflected on the current Plano ISD Organizational Chart.

- Director of Infrastructure Services – Min salary $107,102.70
- Director of PEIMS Services – Min salary $107,120.70
- General Counsel – Min salary $148,000.98*
